China promotes GBA business environment?

China has issued a new document aimed at leveraging the functions and advantages of arbitration system, to create a first-class business environment characterized by market orientation, rule of law, and internationalization, and support the high-quality development of the Greater Bay Area.
The document, released by the Supreme People's Court of China and China's Ministry of Justice, lists seven measures for the arbitration authorities in the GBA to serve high-quality development of the area.
日前，中國最高人民法院、司法部聯合印發了《關于充分發揮仲裁職能作用服務粵港澳大灣區高質量發展的意見》（下稱《意見》），旨在通過七個方面，充分發揮仲裁制度職能作用和優勢，營造市場化、法治化、國際化一流營商環境，助力粵港澳大灣區的高質量發展。
The document clarifies the "Hong Kong (Macao) capital, Hong Kong (Macao) arbitration" system, proposing that Hong Kong and Macao-funded enterprises in the nine mainland cities in GBA can designate either the mainland or Hong Kong or Macao Special Administrative Region as the arbitration venue for resolving commercial disputes.
《意見》明確“港（澳）資港（澳）仲裁”制度，提出在粵港澳大灣區內地九市設立的港資、澳資企業既可以約定內地為仲裁地，也可以約定香港、澳門為仲裁地解決商事糾紛。
The document also emphasized that the development of a world-class arbitration institution in the GBA should be accelerated, and pilot construction of the international commercial arbitration centers in Guangzhou and Shenzhen should be integrated with the development of the Hong Kong and Macao international legal and dispute resolution service centers, forming a leading commercial arbitration system with global influence.?
《意見》還強調，要加快推進大灣區國際一流仲裁機構建設，將廣州、深圳國際商事仲裁中心建設試點與香港、澳門國際法律及爭議解決服務中心建設緊密結合，形成國際領先、具有世界影響力的國際商事仲裁高地，提高我國仲裁的公信力和國際競爭力。
